
Last Thursday, July 23, representatives from various municipal offices in the province of Quezon gathered for the “Two-Day Strategic Workshop on the Formulation of Local Investment and Incentives Code (LIIC)” at the Cultural Arts Center, Quezon Capitol Compound, Lucena City.
The Provincial Economic Development and Investment Promotions Unit (PEDIPU), headed by Mr. Emmanuel S. Querubin, EnP., spearheaded the initiative to strengthen the capacity of staff in formulating the Local Investment and Incentives Code and identifying the province’s local investment priorities.
Ms. Ana Shiela N. Dalida, Local Government Operations Officer VI of DILG Quezon discussed the Legal Frameworks and LIIC Fundamentals, while Atty. Kristine Joy P. Narsoles-Andres, Attorney III of QPLO shared the Drafting Declaration of Policies.
Meanwhile, Ms. Krystal Joy M. Carrido, PEDIPU Staff explained the 2026 Strategic Investments Priority Plan (SIPP), followed by the discussion of Ms. Erlalyn Rose M. Palacio, PEDIPU Staff, about Provincial Investment Priority Areas. Mr. Emmanuel S. Querubin, EnP., Head of PEDIPU, also gave the guide on Identifying Local Investment Priority Areas (IPAs).
Among the attendees were representatives from the towns of Sariaya, Candelaria, Mauban, and Real, as well as from the Department of Trade and Industry (DTI) Quezon.
As part of the writeshop, the representatives developed policy proposals and Local Investment Priority Areas (IPAs), which they presented through a presentation at the end of the activities.
The workshop continued until July 24 where investment incentives and their implementation in local governments will be discussed /Hannah Amparo
