The activity was led by the Provincial Youth Development Office under the leadership of Youth Development Officer III Jennie Garcia and Sangguniang Kabataan Provincial Federation President Jackelyn Delimos. The activity was organized to equip and further develop the skills, knowledge, and leadership capabilities of the Youth Development Officers and the members of the Provincial Youth Development Council to ensure the successful implementation of programs that focus on the welfare, participation, and development of the youth in the local government units of the province.
This activity is a continuing and mandatory training program that ensures the officials in charge of youth development are knowledgeable about their mandates and existing policies.
One of the resource speakers was PSO IV Amerson Aguinaldo of the National Youth Commission (NYC) CALABARZON who discussed the topic “Roles and Functions of LYDO and PYDC members.” He explained key provisions of Republic Act No. 10742 (the Sangguniang Kabataan Reform Act of 2015) and DILG Memorandum Circular No. 2017-36, which serve as guidelines for establishing and strengthening Local Youth Development Offices within local government units.
Meanwhile, PSO Mark Ryan Talajuron of NYC CALABARZON discussed the Local Youth Development Council Guidelines, outlining the rules for the formation, organization, and effective operation of youth councils at the local level.
This was followed by a discussion on SK Policy Updates, which provided information on the latest policies and significant changes regarding the governance and implementation of youth programs. Finally, the DILG Turnover Memorandum and the guidelines on Ensuring Continuity in Youth Governance were presented.
The Provincial Government of Quezon, working with the National Youth Commission and other partner organizations, keeps enhancing the skills of officials in charge of youth development programs through these kinds of training sessions.
